CA City Offers Criminals Monthly Stipend ‘Not to Shoot’ Anyone

In case you haven’t found yourself slowly shaking your head in disapproval yet today, we have a new one for you. And, it comes from California, so you know it’s good. A group of cities in the region have a radical new idea to stop gun violence.

Surprisingly, this particular program is not a gun seizure. Instead, they’re going to roll up their sleeves and work with criminals directly. They’re sure to reform the most violent members of society and everyone will finally be able to live in California’s socialist utopia! You can see where this is going.

The Plan

Michael Tubbs is the mayor of Stockton, California. He wants to try to curb gun violence with a “bold” new program. The gist of the idea is that individuals identified as being at high risk to commit a gun crime will be paid a monthly stipend every time they successfully don’t shoot anyone.

It’s as ridiculous as it sounds, and the stipends are set to run at $1,000 for the “highest risk” individuals. Let’s put that in simple language. Government officials in California think that the best way to stop gun crime is to bribe people. How could that possibly go wrong?

Now, to be fair, not everyone in the program is slated to receive $1,000 a month. The average stipend will be closer to $500 a month, but the principle is the same.

Perhaps most frustrating about this program is that the city government has not publicly released their selection criteria. We don’t know how they identify the fellows (that’s the program’s name for its recipients) who are at the highest risk for gun crime. As far as we know, it’s a simple guessing game.

More likely, it involves discriminatory profiling. If not, then it’s extremely unlikely to be able to successfully target the right individuals. Regardless, the pilot group for the programs is set to include 50 fellows.

Problems

While Tubbs wants to claim that he is a pioneer with this program, he actually borrowed the bulk of it from the neighboring city of Richmond. Over there, they emphasized mentoring and rehabilitation in their plan. Fellows were granted internships and gainful employment, and the counseling and mentoring closely monitored their progress. Despite all of this effort, 30 percent of their fellows were leading suspects in new crimes before the program concluded. Keep in mind that this program only lasted for 18 months.

Let’s put that in perspective. According to the FBI and national statistics, 68 percent of convicted felons are charged with a new crime within 3 years of being released from prison. In Richmond’s program, they achieved roughly half of that number in roughly half the allotted time. In other words, they are exactly on track with national averages. The program made no statistically measurable impact on crime rates with the individuals involved. It sure spent a lot of money accomplishing nothing though!

The Liberal Way

This is standard liberalism. They throw money at a problem and hope that it will go away. After all, no one would ever commit a crime if they weren’t faced with harsh conditions. It’s society that creates crime, not individuals.

Let’s be fair. There’s a tiny kernel of truth in this outlook. Poverty does encourage theft. Really, if any of us had to choose between letting our family’s starve or stealing food, we know what we would pick. But, the majority of crime in the U.S. isn’t done to put food on the table. That’s a myth. We have record low levels of unemployment, record high incomes and robust programs that ensure no one in this country starves unless they flat-out refuse help.

Economically motivated crime isn’t about survival. It’s about getting a nicer TV or car without putting in the grind. It’s feeling entitled to having more but not wanting to earn it. This program caters to that mentality and encourages it. It has no chance of success.

This won’t stop the crazies in California from touting the program. They’ll manipulate the numbers to make it seem like they’re having success when they aren’t. And, when the money runs out, they’ll make the rest of the country pay for their mistakes. It is there way, and the only way to stop them is to keep them out of power.

    Typical liberal-think. Stockton has recently declared bankruptcy, so they’re paying their thugs to be nice boys with money they don’t have. I wonder if the local “gangstas” are smart enough to demand heir bribes be paid in cash. Or if those getting the least amounts will give themselves a raise by committing more crimes, thus becoming a bigger threat to the city. If the mayor gets just a little stupider, he will be a perfect candidate to replace Moonbeam as governor.

    I have over 20,000 rounds of ammunition, so they would sure consider me a criminal that they should pay not to shoot anyone!

      That was the problem for the reporter, as well. As reported:

      Apparently, the information on HOW to apply is hidden somewhere in the decision as to WHO may apply. Obviously, we cannot simply have EVERYBODY apply for $500-$1,000 per month pay-off for not using a gun in a crime. No, instead, only a certain, small class of people will be selected for this bribe. Otherwise, yes, wouldn’t we
      all wish to be given a monthly stipend for not using guns in the commission of a crime.

      This raises more questions, though…
      (1). Do these thug fellows have to pay back their monthly check if they slip up any month and use a gun in the commission of a crime?
      (2). Just WHAT constitutes a slip up? Is it an honor system, or do these fellows actually have to be caught and arrested committing a crime with a gun?
      (3). What if the fellow uses something OTHER THAN a gun in the commission of a crime; say a knife, or sword, baseball bat, you name it? Does that count? Does the fellow get his check or not?

      Yes, I have my tongue somewhere in my cheek on this, but how else do you expect Kalifornicators to accept such
      lame-brained liberal ideas, and accept paying higher and higher taxes to support these social issues?
